			<content:encoded><![CDATA[<p><a rel="attachment wp-att-4675" href="http://www.securityworldnews.com/index.php/2010/03/04/restoring-security-in-afghanistan-is-the-goal-of-u-s-government/afghanistan-troops/"><img class="alignleft size-thumbnail wp-image-4675" title="afghanistan troops" src="http://www.securityworldnews.com/wp-content/uploads/2010/03/afghanistan-troops-150x150.jpg" alt="" width="150" height="150" /></a>A stabilized situation of security in Afghanistan is what the government in U.S is and has been working for.  Although previously also there have been many measures that were taken in this direction, now it seems that the efforts are becoming as part of the security concerns of U.S also.  Every one is aware of the fact now that if the security measures fail, then the control of Afghanistan is going directly in the hands of Taliban which is completely unacceptable for almost every nation of the world.</p>
<p>It is being seen that if the security in Afghanistan is not strengthened, then even those smaller areas that are being ruled by Taliban would once again become a home of the violence setting the stage for the military troops of Pakistan could also become offensive. The Obama administration needs to prioritize between the long term and the short term goals. This needs immediate attention.  The government of U.S has to work in the direction that when the U.S troops leave Afghanistan finally, the Afghanistan government would function properly.</p>
<p>With President Obama announcement that now three thousand or more troops would be sent to Afghanistan, it can be seen that Taliban is right under the target.  All the additional forces that have been here from a long time have worked in the direction of breaking down the momentum of the Taliban and assuring that the population leads a safe and secure life. One more thing that the U.S troops have been doing while their stay in Afghanistan is to train the Afghan security personnel so that they can take the control of their security.<strong></strong></p>
<p><strong>Some goals that are to be reached</strong></p>
<p>Although most of the goals that have been set by the U.S government seem to be outwitted as for now, one can just hope that the result of these comes out to be a positive one. One goal behind which U.S is carrying all these efforts is to dismantle the structure that Taliban and Pakistan both are trying to come up with here.  Apart from this, U.S has also defined as the southern regions of Asia are epicenter of terrorism and extremism.  Some of the objectives with which the U.S government is chalking out the plans are:</p>
<ul>
<li>Denying access of Taliban to the populated and key areas of Afghanistan.</li>
<li>Mortifying Taliban to that levels at which the Afghan forces could handle it effectually.</li>
<li>Making efforts that lead to a comprehensive increase in the capacity and the number of the Afghan forces.</li>
<li>Annulling the momentum of Taliban with the help of the military action performed by the U.S troops.</li>
<li>Preventing Al Qaeda from establishing its territories in Afghanistan.</li>
<li>Building the capacity of the Afghan in certain selected areas so that it becomes completely functional.</li>
</ul>
<p>If U.S considers its efforts in the nation building format, then the results are surely expected to come.<strong> </strong></p>

It would come as a shock to many that approximately fifty percent of the total afghan population is made up of kids that are under 15 years of age. If this kind of trend continues in the prospect then after ten years, the population is going to be made up of seventy percent that is less than 18 years.There has been significant increase in the number of suicide bombers in the past few years and this is what making the future of the country going in the wrong direction.  The kids are being told about the ticking bombs at the time when they should be learning the fundamentals that could shape their future. Now the foreign powers are also worrying as the key players of the future of Afghanistan are taking to suicide bombing.  The ruling power in Afghanistan has to make efforts to ensure that the kids are being equipped with education and the other necessary skills.</p>
<p>If the children of Afghanistan have access to knowledge then there are chances that many of them might become responsible leaders in the prospect.  The NGOs that have been working in Afghanistan from the past few years have found that demilitarization here is not easy as even the kids are also joining the violence groups.  These organizations have also expressed views that the link formation strategies between the goals of these armed people and the aid providing agencies are not working smoothly and this is resulting in an increase in violence.</p>
<p>The funds are not coming in and there is no access available to the limited areas and without any doubt these are the major obstacles in the peacemaking process in Afghanistan.  Now is the time that the international community realizes that something constructive has to be done to demilitarize all those who are a threat to Afghanistan’s peace.  The foreign powers have to see that this time not only the plans are chalked out but these are implemented also.  Now the efforts that are going to be invested have to be sustainable in nature as with these only the young people would be taught that there is no benefit of violence.</p>
<p>At the end, it can be surely said that if the foreign powers cooperate with each other in coming up with some constructive plans, no more kids are going to join the other suicide bombers. If the rural development of Afghanistan happens in the right way and the kids are educated to know the difference between right and wrong, many of them are surely going to change the direction in which they are going. Still, it is not that late and many of the suicide bombers of Afghanistan and mostly the young ones can be shown the right path.</p>

When it comes to knowing the results of this huge amount being spent, no one seems to be sure about where exactly is it going. It seems that the U.S forces are working here in an assumption that the more they spend the sooner would be the reconstruction, but the results do not seem to come out in that fashion.  Some of the findings have stated that a huge amount of money has already gone in finding the difference between the insecurity and the security only.</p>
<p>On the one hand where lot of money is going on in coming out with a development plan that focuses on stabilization, there are absolutely no or little evidences of the developments really happening. The military commanders based in Afghanistan have been asking for more and more money so that they could respond to the humanitarian needs of the people and for buying the restructure equipments. Without clear understanding of where the money has to be spent, it does not seem that any development is going to happen.</p>
<p>The very first step that the forces placed in Afghanistan have worked on is to win the hearts of the local population so that they could be of help in defeating the insurrectionary. Money needs to be spent on reconstructing the government buildings, restoring the transportation system, giving a face lift to the connecting roads and providing the schools with the required supplies. It is a fact that all these goals are certainly laudable ones but that does not mean that by only throwing in the money things would become better and it has to be seen that where the money is being given is being utilized also.</p>
<p>Corruption is another obstacle that has been playing havoc on almost all the efforts that have been made by the U.S government.  As the money that is being poured out is much more than what was expected by the Afghan nationals, corruption was surely expected to do its work. No one is monitoring where the money is going on and this is the thing that is making the Afghan nationals to believe that they could use it for their purposes.</p>
<p>Not all the projects that were started in Afghanistan have been sustained and this has also led to a great wastage of money and resources.  Now the foreign powers who are pouring in money in Afghanistan have to know that if they do not take up the responsibility of monitoring it, the expected results would not come out. In conclusion it can be said that there are absolutely no doubts that there is a large amount of money that is coming to Afghanistan and the only thing required is to see that the spending are made accordingly. If this is kept in mind, then the conditions in Afghanistan can improve.</p>

			<content:encoded><![CDATA[<p><a rel="attachment wp-att-4577" href="http://www.securityworldnews.com/index.php/2010/03/02/food-security-in-afghanistan-a-glance-at-the-efforts-being-made/food-security/"><img class="alignleft size-thumbnail wp-image-4577" title="food security" src="http://www.securityworldnews.com/wp-content/uploads/2010/03/food-security-150x150.jpg" alt="" width="150" height="150" /></a>The condition of food security in Afghanistan is vulnerable and this is the reason that now some efforts are being made, but still no one can reach to the conclusion that it is going to disappear completely quickly.  Food insecurity in the country has caused many deaths in the past and this has also lead many people to leave their homes and search for a shelter in those areas who could at least provide them with the basic food.  The number of the food insecure people in Afghanistan is increasing day and day and it is going to continue like this only if effective measures are not taken.</p>
<p>Adding more to the problem of food insecurity are the soaring prices of the food items that are making it impossible for many to have a meal, once a day.  It is not that the government has not worked for this in the past; it was in the year 2008 only when President Karzai earmarked about $50 million to buying and importing the food items from the various regional markets.  This effort was although made, but the help that the normal public got from it was much less than what was required.  The UN Food Program at that time took the responsibility to control the food insecurity and for this it fed more than 5 million Afghan nationals.</p>
<p><strong>Rebuilding Agriculture Can Be Of Help</strong></p>
<p>The U.S Department of Agriculture is at present providing assistance to ensure that the agricultural sector of Afghanistan is reconstructed in such a way that food insecurity no longer prevails in the prospect.  These reconstruction efforts being made by the U.S government are working in various different sectors so that the overall agricultural sector is recreated. As a part of these endeavors the Afghan people are being trained and assisted in all the possible ways so that the agriculture starts once again.  The experts of the USDA are providing by assisting the people in installing the windmills so that water for both irrigation purposes and livestock can be obtained.</p>
<p>The trained veterinarians are ensuring that they are no pests and pesticides so that the crops could be harvested in a proper manner, without the danger of them being damaged.  The post harvest measures such as availability of the storage space, establishment of nurseries and rehabilitation measures for the orchards that have been degraded are also being made.</p>
<p>There are five different areas on which the USDA is providing the assistance, namely health of the livestock, extension of the agriculture, sanitary and phytosanitary, assuring that the afghan government is strong enough to both protect and manage the rangelands and forests and conserving the biodiversity. The technical experts of the USDA are also providing the Afghan people with the know how about how they have to deal with the seeds, plant trees, manage and maintain their nurseries and conserve both water and sand.</p>
<p>If these efforts really show results, one can hope that the food insecurity in Afghanistan will not stay.</p>

<p>The world leaders during this meeting pledged to provide to provide the country with the support of $140 m so that it could effectually register a win over Taliban.  One more news that came from the UN sources stated that the UN representative to Afghanistan has already met the Taliban members. This meeting took place on January 8<sup>th</sup>, 2010 in Dubai and all this was after the request that the militants had made.</p>
<p>Afghanistan President Hamid Karzai also seems to be positive about the security transition as he has also announced many of the plans in which the Taliban members have been encouraged to relinquish violence and join hands in the peace talks and endeavors.  At this point of time, one can say that both the Taliban members and the Afghan government  has to settle on one common term that violence is not a way t put forward the grievances as with these only the innocent people are subjected to insecurity. </p>
<p>There is a need of a complete reintegration plan that contains the course of action in which the Afghan government is going to slowly and steadily going to gain the control. The aim for which the Afghanistan government and the foreign powers helping it should be to align the military resources and coming out with a well thought strategy that could help President to work towards his agenda. There needs to be a mutual understanding between the Afghan government and the nations that are providing it aid.</p>
<p>These operations of Afghanistan trying back to gain the control have to first of all consider the most insecure areas and once the control is established over them, the less secure ones are to be considered.  For carrying out this security transition process, Afghanistan government is surely going to require a whole lot of physical security as without this results cannot be expected to come.  The Afghanistan’s forces are to be provided with all sorts of trainings so that their capabilities are boosted and they become capable of dealing with the critical situations.  One more thing that the Afghan government has to take its attention towards is the ever mounting corruption as this is not a very difficult think to trap.  If the corruption is tackled properly, forces are equipped and trained; this transition is surely going to lead to some positive results.</p>
